(Solution) 5C003 Q6 Devising a fair Staff Learning & Development Policy, which will include all staff members (AC 2.2)
Q6. Following several of the complaints about unfair practice in relation to staff training, Aisha has asked you to devise a fair Staff Learning & Development Policy, which will include all staff members and will set out factors such as: allowable paid time for development activities, individual training budgets, type of learning activities that can be included, etc.
Discuss the steps you will take
- to make your design of the initiative fair and inclusive
- to check, after three months of implementation, that the initiative is as inclusive as you have intended.
NOTE: there is no need to devise a policy here, only to discuss how you will design it to be inclusive and how you will check inclusivity after three months. (AC 2.2)

My first step in establishing fair and inclusive L&D initiative at Nexxobyte would be to consult with people in different roles and positions to grasp their present challenges and aspirations.

By doing so, I would make sure the policy has different elements rather than a top-down approach (CIPD, 2018). Reviewing existing requests for training and their approvals would also help pinpoint the areas where uneven training provision access might have taken place for different teams. Clear and transparent eligibility criteria would be necessary to eliminate inconsistencies, such as equal paid time allowances and a standard training budget per employee. To make it inclusive, the policy would recognise different learning preferences and include a wide range of activities including technical courses, conferences, online modules, mentoring, and leadership training. Accessibility would also be a priority, with options for flexible learning times to accommodate varied working arrangements. CIPD (2021) also encourages training managers to apply the policy consistently, with an approvals log to ensure transparency. I would finally circulate the draft policy for feedback from employees prior to implementation, allowing them to participate in shaping the policy. This collaborative and transparent approach would build trust and show that L&D opportunities are fairly distributed.
Steps to Check Inclusivity
To evaluate whether the L&D initiative is being applied as fairly and inclusively as intended, the first step would be to review training records to ensure that opportunities have been distributed evenly across teams, roles,………..
