(Solution) ICS Learn 1.1 Flat Non-Hierarchical and Hierarchical Bureaucratic Structure

Solution

1.1 Flat Non-Hierarchical and Hierarchical Bureaucratic Structure

Flat Non-Hierarchical Organisation Structure– This is defined with less levels in the hierarchy implementation. A simplified structure imply the communication amongst the leadership/management and the rest of the organisation is easier. As a result, CIPD (2025a) identify making of decisions as involving with the employees voice encouraged.

Advantages

  • Higher employees’ motivation– Under Kirsten leadership, with only 42 staff in Calmere House, the structure was the best. The motivation is achieved since Kirsten popularised participatory leadership with two-way communication making employees feel trusted and appreciated.
  • Increased commitment amongst employees– With Kristen in leadership, she ensured resourcing strategy is informed by behavioural trends of the emloyees. Having recruited employees with right behaviours, they are committed to Calmere House (People Management, 2019).

Disadvantages

  • Inconsistency and potential compliance issues– The relationship in this structure is majorly informal. Hence, adhering to legislations guiding services provision in care sector is a challenge.
  • Delayed decision making– Under Kirsten, consultation with the rest of the organisation in different levels is mandatory. This would call for in-depth consultation taking immense time for completion. Being partly a family owned business, scaling would be a challenge.

Appropriateness– Taking into account of Calmere current phenomenon, it is appropriately aligned with their cultural and ethical service delivery and empowerment. The structure is also appropriate as it promotes level of employees engagement. According to Webb (2023), this end up enhancing trust-based relations, commitment and hence increased retention.

Hierarchical Bureaucratic Structure–  This is a structure which have multiple management levels where power flow top-to-bottom. As identified in Hong (2021), decisions is made from the top guided by existing laws, policies and actions guiding the process.
